Within the unincorporated areas (townships) of Calumet County, the Planning, Zoning, and Land Information Department regulates shoreland zoning standards. Wisconsin Statutes define shorelands as land within 1,000 feet of the Ordinary Highwater Mark (OHWM) of a lake, pond, or flowage and lands within 300 feet or within the floodplain of a navigable river or stream -- whichever distance is greater. 

Similar to all other counties in Wisconsin, Calumet County is required by law to follow the standards provided to us by the state outlined in state administrative rule, NR 115. NR 115 establishes minimum standards for development within shoreland areas that must be regulated by local ordinance. This ordinance is adopted by the County Board and approved by the Department of Natural Resources for compliance with state statutes.

Do I need a permit if I am building or demolishing anything on my property in a shoreland zoning area?

Before you start any construction projects on your property, you should reach out to the Planning, Zoning, and Land Information Department to see if a permit is required. Demolition projects typically do not require permits, but all structures are still factored into the amount of impervious surfaces permitted on a property. Shoreland zoning is intended to help protect the rights of all Wisconsin residents to access the water, fish, swim, boat, and enjoy the scenic beauty of Wisconsin waterways. These rights are protected and defined in state statutes by:

  • maintaining safe and healthful conditions,
  • prevent and control water pollution,
  • protect spawning grounds, fish, and aquatic life,
  • control building sites, placement of structures, and uses, and
  • reserve shore cover and natural beauty.
